Nicholas worked as sole legal advisor to PriceWaterhouseCoopers and, with them, prepared licences and designed and ran a Single Multi-round Ascending Auction which resulted in the successful award of three mobile licences in Iraq for $3.75Bn and a share of revenues.
Acting for the Government alongside investment bankers, Nicholas worked on the successful privatisation of Bulgarian Telecommunications Company. The work involved reform of the legal and regulatory framework, carrying out due diligence, preparing the Information Memorandum & Bid Rules, drafting the Sale Agreement and other Transaction Documents and concluding negotiations with bidders.
Nicholas developed a licensing framework for the telecommunications sector, and new licences for Global Personal Mobile Communications by Satellite, Public Access Radio, VSAT and private networks. He also advised on a licensing framework for Mobile Television.
Nicholas reviewed exisiting Laws in the country and advised on necessary steps to address issues of convergence in the country. He also assisted in the preparation of a new Law of Telecommunications and Broadcasting.
Nicholas advised on the new licensing framework for Botswana and prepared new "unitary" Fixed and Mobile Licences, Value-added Services Licences and Guidelines for Voice-over Internet Protocol telephony.
Nicholas advised on the establishment of a new mobile communications sector policy and on the successful award by auction of new mobile licences, including preparation of new Licences, advising on interconnection and access, facility sharing and national roaming.

Nicholas helped write the Law and prepared the regulations and licences which together form the legal and regulatory framework for fixed and mobile telecommunications in the Bahamas. He also continues to advise the Public Utilities Commission on interconnection, pricing, universal service obligations, international cable connections and radio frequency.
Nicholas advised on the new regulatory framework for telecommunications, he also developed the regulations on frequency, numbering and pricing.
Acting with the Agency, Ministers, Government advisors and economic & auction experts, Nicholas prepared the rules for a successful simultaneous multi-round auction, followed by a subsequent sealed bid auction for radio frequency spectrum at 3.4GHz, and the Information Memorandum setting out the information required by the bidders. He also drafted radio frequency spectrum licences and the formal Notice required under the Wireless Telegraphy Acts to launch the auctions. He reviewed Statutory Instruments and advised on, and assisted in running, a significant consultation exercise in which interested parties were given the opportunity to contribute to the debate on the proposals.
